French Under-Secretary of state for Sports and the Organisation of Leisure during World War II (1936-1938). He was a participant in the organization of the People's Olympiad, Barcelona. This was an attempt to counter the 1936 Olympic Games at Berlin. It was used by Nazism as a propaganda tool.
