  • Muslims celebrate Eid al-Adha, an Islamic festival.
  • France and Belgium violated the NATO procedure for silent approval regarding the timing of protection measures for Turkey in the event of war with Iraq. Germany supported this veto. Secretary general George Robertson put the procedure into effect on February 6. Turkey referred to Article 4 of NATO Treaty as a response. It states that member states must consult each other when they are asked, and must decide if threatened.
