  • The oil cartel opec has announced further restrictions on crude oil production. these limits will be in place from april 1, 2004. if all members adhere to the agreement, opec's daily production will drop by around 10%.
  • As anti-government forces seize control of eight western haitian towns, violence has increased in haiti. 46 people have been killed so far. to keep rebel forces from entering cap-haitien, the second largest city in haiti, government forces built flaming barricades. the united nations calls on haitians from both sides to end the violence.
